Hunters are not an inherently cruel lot.  In fact, many of them try to be as kind as possible to the animals they hunt.  It doesn't seem that way to someone who has not lived out in the wilds like they have, or have had to deal with hard weather or starvation in the face of bringing home a good catch, but the final strike is always considered a mercy to a hurt beast.

System: Target must first have been successfully attacked with Wounding Shot.  If Target moves while Wounding Shot's 'Mark' effect is still active, then Hunter can take a free shot at them with Dexterity+Ranged+Reactive/Mercy Shot.
